is providing the tax incentives, is to start it up and make it a success so it doesn't rely on that in 10 years' time.

So you look at a club like the Warriors and they're self-sufficient with a lot of New Zealand kids coming through.

But we need time to do that.

So if all these people are saying it's unfair, this team will fall apart if you don't provide the advantages that we have right now.

It will not get off the ground unless you provide incentives for the Australian or New Zealand or English players to come over there

and turn this club into a powerhouse because it will be a powerhouse.
