The way I think they will be interpreting it, like many, is that the announcement is actually due to the president's frustration that the talks between the US and Australia

The hope must be that J.D.
Vance and his Iranian interlocutors do manage to return to talks and then in due course to negotiations sooner rather than later, and that this question of a blockade may be just a distraction for a few days.
But equally, it could lead to an escalation and a breakdown in the ceasefire.
