Well, in this case, we're talking about a levy that is a zero point percentage point that already happens in Australia, the UK, other countries around the world.
It's already the case that banks and financial institutions pay levies for their regulation through the Financial Markets Authority, through the Commerce Commission.
This is just bringing us into line with that.

And this is a time for politicians to start talking about what changes we might make in the future so we can sustain universal superannuation, which I know Winston agrees with me on.
We've got to have universal superannuation.
But do it without whacking younger taxpayers with very heavy tax bills in the future to keep it going.
So let's start talking now about what small, small changes we could make that could make the whole scheme more affordable.
Of course, I'm really proud of the three parties in our coalition.
Of course, we're different, but we've come together on a budget in a very difficult time for the New Zealand economy in the midst of a global fuel crisis, and we've all agreed on this budget.
The whole Cabinet is voting for it.
We've delivered on the different commitments of different parties, but we all agree being financially responsible, ensuring this economy is growing, those are things that we can get behind, and this is a budget that makes progress on all those fronts.
