The incident began when the suspect, Brian Arcio, allegedly exited a driveway in a reckless manner, prompting another driver to honk at him.

In retaliation, the man fired his weapon into the gate's vehicle, striking young Alicia in the back seat while two other adults were in the car unharmed.
