So I just want to get the history down.
So in November 7th, 2019, the board approved a request to expand an equestrian facility livery stable, including an outdoor and indoor arena and a barn and a round yard.
The very next date we have is July 10th, 2025, where the county issued a temporary special event permit for workshops and lessons for baseball athletes.
That has nothing to do with the board approval in 2019.
I'm concerned with the definition of special event.
Special event tells me it's a special event somehow related to the underlying use on the property.
Clearly, this has nothing to do with the original board-approved underlying use for the property.
The special event permit was appealed and the appeal was upheld denying the special event permit and the extension that was granted October 10th, 25.
That in turn was appealed and now another special event permit has been issued through the end of the year.
We still haven't addressed the fact that they are operating in violation of fire code.
The road, the access road does not meet current fire safety regulations and the borders of the road are private property.
The applicant, to my knowledge, has offered no explanation of how they're going to improve access to the road when the neighboring private property is not going to give them permission to expand the access to the road.
Not to mention the fact they've now been operating for a year contrary to our zoning ordinance.
I'm sorry, I'm a little defensive here because we've spent the last two years in Walrus talking about people operating in Western Loudoun in violation of zoning ordinances.
and yet it appears to me, at least circumstantially, that this is not at all what the intended use of the property was, and that the applicant knew from the very beginning it was not going to be what the intended use was, in addition to which my understanding is the residential building on the property is operating as a business right now, and I don't have any idea whether those permits were issued were legitimate.
So I have some real concerns about how this whole thing has evolved, and I'm really disinclined to approve this because of the way it's been conducted thus far.
