I think a lot of people end up becoming incredibly intoxicated, which often leads to some people ending up in the water. And I can't speak to exactly how folks end up in the water, right? Every case is completely different. Some of the folks are homeless, sleep by the water, and may use that as a bathroom. So there's all different circumstances in all of these different cases.

And there's just no signs or any evidence leading to any kind of conclusion that anyone is being killed other than the ones that we've already classified as homicides.
