And Washington's real concern is that after 20 years, as you say, of life, toil, and blood for the union, that the union will survive.

There really wasn't a moment where the president stood up before the country, as we think of a State of the Union today, and spoke to the nation.
The first president to deliver the State of the Union in Congress as a live speech was Thomas Jefferson.
And then after that, it didn't happen again until Woodrow Wilson.
Abraham Lincoln, for example, just sent the State of the Union over and a clerk in Congress read it to members of Congress.
So Washington needed a moment, as your question implies, when he could speak to the country.
And the State of the Union itself was not that moment.
Washington's farewell address was not spoken as a speech either.
It was published in the Philadelphia Advertiser and then other newspapers.
So it was a document written for the public, not for members of Congress.
It was not a report to Congress.
