What Washington is saying is that we are not Americans because the president tells you you're an American.
We are Americans and everything else comes around that.
It comes from the people, that citizenship.
It doesn't come from the king.

We need a lot of that these days.

This is Washington's great failure and the failure of the founders.
They did not envision a republic without parties, but they believed that there could be a space, especially around the presidency.
where you would have someone who was nonpartisan, someone who had escaped partisanship.
They believed the Supreme Court would represent that too.
They did have this 18th century enlightenment view that at a certain level of knowledge, reason, and experience, you could become a wise man without party.
