I think it's very hard for a traditional president in the modern era to give a farewell address that doesn't sound like a partisan speech.
What makes this resonate is it's not partisan.
He has a point of view, but you read that.
And what I just described about foreign policy, you could see elements of each party in that, right?
The problem is most farewell addresses are
become statements of, look at all the things I've accomplished, and I hope the next guy doesn't screw it up, because usually presidents are followed by someone from the other party.
Yes, yes.
You know, Lincoln was looking for a moment.
He had been drafting notes for this very short address.
He was looking for a victory, finally, a battlefield victory in a war that the Union was not winning.
He was looking for a battlefield victory to articulate what the war was about and to, quite frankly, justify how the war had changed the nation.
The Abraham Lincoln of 1863, when he gives this speech, is very different from the Abraham Lincoln of 1861.

By this point, he has been radicalized.
What does that mean?
He's come to see that the war now must be about the end of slavery.
We've had the Emancipation Proclamation, and he's also come to see that the war must be about not just an agreed end, but it has to be a fundamental transformation of the South and the nation as a whole.
And that's what he's talking about.
He's taking the Declaration of Independence and he's reapplying it to this moment.
It's something he had been thinking about for months, but he couldn't give this speech after a battlefield victory or after a battlefield loss or something that did not look like a victory.
