So the Mishnah Brewer says that rainwater is not muktza, based on the Gemara Ne'erivin, and the Shirer Shabbos therefore says, why should snow be any different?
However, Rabbi Eider has in his Sefer, he quotes a footnote from Rav Moshe, and later it was a tshuva printed in the 8th volume of the Gris Moshe, that Rav Moshe holds that snow is muktza, that it's muktza machmas gufo, Rav Aaron Silver, my rabbi,
from Karim Biavena, pointed out that the footnote in Rabbi Eider Sefer, at least in the original version on snow, was footnote Shin Lamed Gimel, footnote Sheleg.
So anyway, that's what they quote from Ramosha.
I just saw Rabbi Eliezer Krohn last night at my grandnephew's bris, and he told me, because he's a Mahal, and he told me,
that he had mentioned Ramesha holds its snow is Muktsa, and someone said to him, no, you can't trust what it says in that tshuva, the 8th volume, this and that, and Ramesha holds snow is not Muktsa.
So I told him that sometimes people heard things from Rav Moshe that are against what it says in the Yigris Moshe.

Sometimes it's an interesting topic of when and why Rav Moshe would go against what he writes in Negros Moshe.
