Appellants raise a wide variety of issues, all of which are addressed in detail in our written response.
Broadly, our responses fall into four categories, which I'll focus on in my presentation.
Project description refinements do not create new or substantially more severe impacts.
Revisions made to in the responses to Comments document do not constitute significant new information requiring recirculation.
The EIR's impact analysis is supported by substantial evidence, and the Planning Department followed all required CEQA and City Administrative Code Chapter thirty one procedures accurately and appropriately.
Appellants claim a different
Project version in the California Public Utilities Commission valuation process invalidates the CEQA project description.
This is not true.
The EIR adequacy is related to how well it evaluates the project described in the EIR.
Other regulator regulatory project versions are irrelevant here.
The EIR includes both project specific and programmatic components and analyzes each at an appropriate level of detail.
Appellants claim all components should be have been analyzed at a project level, but CEQA allows agencies to choose the appropriate level based on the available information, and the EIR follows this standard.
