Meaning that Sam thought Superintendent Tanner's press conference suggested the DNA results were incriminating for Toby.
Tanner didn't specifically say there'd been a DNA link to Toby, but he did say that DNA technology had improved and it would play a part in the investigation.
He also said the Office of the Director of Public Prosecutions supported the charges.
