And that's the principles of why extended producer responsibility has been introduced in the UK and why we have these modulated fees that PAC UK, as the scheme administrator, can kind of preside over these things

financial decisions ultimately.

They are like, how are we going to effectively levy these kinds of products because they're very difficult to recycle and we know that we need to build infrastructure to recycle it and to make it economically viable.

Now, the one caveat is that the government sort of always said, even when we started by saying,

Fees are going to be modulated based on recyclability alone.

You know, that was the only factor.

Even when they made that announcement way back when, they said, in future, we will evolve the system to take account of other environmental impacts that are important too, because it's not just all about...

Can you recycle this single-use bit of packaging at the end of its life?

It's also, as you mentioned, how heavy is the thing?

How much carbon intensity is it to make it in the first place?

How carbon intensive is it to recycle the stuff?

So there's lots more environmental factors, but that just adds complexity on top of complexity, and you've got to have someone somewhere, and I think it is PAC-UK, who needs to handle the complexity.

because you can't just leave it to brands to kind of decide what's good, what's bad, what's indifferent.

You need the sort of rule makers to sit over it.
