That's a king snake, and king snakes regularly feed on other snakes.

It may have had a feeding reaction and caught its own tail by mistake and just instinctively started swallowing its own tail.

It also could have been purposely fed its own tail by the person trying to make the video who wants clicks from people like you who are going to put it on the air so it gets more of the hits that it wants.
