There's a lot of infighting, and the coalition starts to break down, and they have to make a deal.
And in the end, the unions concede to the homebuilders and let non-union crews on residential sites where there's a unionized carpenter.
Exactly.
But at the time, it doesn't seem like that big of a deal.
Why not?
Because while they were letting non-union workers come into unionized residential projects, the union still had a lock on the commercialized work in the construction industry.
California is building a lot, and they're building a lot of commercial.
They're building hotels, they're building hospitals, they're building strip malls.
So the unions say, it's fine, we'll just go do commercial.
So if they cede some of their work in the residential sector... They'll be okay.
Right.
No big deal.
