In the early 1980s was the beginning of Reaganism, and he was very pro-business, but he was also very pro-immigrant.
He had a huge amnesty program.
And his successor, George H.W.
Bush, saw an even bigger wave of immigrants.
And he expanded Reagan's amnesty programs, and he ends up signing the Immigration Act of 1990, which is this major piece of legislation that created the TPS program, H-1B visas, a visa lottery program.

you know, also add in some border protections and try to reduce illegal immigration.
But overall, this is a time where the borders are porous, and it was not the hard border that we think of today.
So all these immigrants are looking for work, and many of them are coming in without documentation.
And
Many of them also are coming in either already knowing how to build homes or they come and join family members who've already gotten jobs in construction.
And so construction becomes a natural place for immigrants to find work.
