Is the onus on the applicant to contact the neighboring property?

Is the onus on the neighboring property to read the notices and engage?

Or is the onus on staff to engage both parties?

So the AB 130, is that retroactive given the application was received before AB 130 was passed, I believe?

How is staff interpreting the use of objective design standards or the lack thereof?

Do we assume the city has no objective design standards or do we view specific standards within the general plan and other plans to see which ones are actually quantified and therefore enforceable?

Understood, but specific quantifiable standards would still need explicit density bonus waivers being requested.

So we are not assuming that the absence of a separate objective design standard means we cannot enforce anything that is in the general plan.

If it is quantified, we will still be looking to enforce.
