Through the chair, the recommendation was to make a condition of approval to encourage the parcel owner to consider using any dollar from early lease termination towards tenant improvement dollars for the tenant displaced.

It was not that we leave them hanging.

It was that we encourage this between the two parties.

The city, let me remind my colleagues here, the city is running a structural budget deficit and we can't go from project to project waiving fees.

There is no free dollars going around.

When we waive fees on developers, that is borne by the rest of us.

And we are seeing that right now with the city considering a tax ballot measure, the city considering utility tax increases.

staff costs are not free.

There's a cost of recovery.

And when we hand out dollars that really we should be encouraging those to be coming from the parcel owner that is depriving the city of retail, I think we lose ourselves the opportunity to encourage that kind of cost of loss to be clawed back.

And I'd like to ask staff whether we have any in lieu fees for loss of retail that we might apply here.

What is the typical tenant improvement dollars for a tenant of Square Footage or Voyager, if you may comment on that?

What sort of dollar amount are we looking at?

I have a hard time believing the applicant claiming not to be a retail expert, having had retail in the frontage for a long time.
