If we actually talk about confidential information in a hearing, which we really, really try not to do, we have to kick everyone out who is not party to a protective agreement or the ALJ.
And there has to be a confidential transcript prepared.

I would venture to guess that the legislature didn't even think about it.

It probably doesn't help anything, but m the way that I have always thought of the line sighting committee's function is that they essentially serve the role of an ALJ.
They're a really well rounded ALJ of eleven members, basically, that's headed by an attorney.

And it's because the area is so specialized.
