be required to include in the filing at least a brief explanation of why the filing was untimely, so that the presiding officer may meaningfully evaluate late filings and a record is created on which to base any objections.
Um, a requirement to file for intervention ten days before a hearing is meaningless if there is no standard or valid reason to explain why it's untimely.
