Because originally we had potential party as um someone who could get a subpoena and we took that out.
said to be to be the person who obtains a subpoena to be issued to somebody else, you either have to be the presiding officer or you have to be a party.
To be the object of a subpoena?
You could be anyone.
It is issued as a ministerial matter by the executive director, just like in superior court.
Where you just get a form and it's already signed, right?
