And whether the commission is effectively delegating its own subpoena and adjudicative authority to another state agency.
Well, they're not an agency, but um another body, I guess you could say.

We have been a little reluctant to include the concept of interlocutory appeal in
Either set of rules.

In part because thus far it hasn't been in there and yet parties have figured out what to do, haven't they?
being special actions or appeals to the commission.
And when I say appeal, I mean in the broadest sense, I don't mean I mean like saying, please commission, fix this for us because it's wrong.
