People are less likely to inform when they think there's a terrorist cell trying to infiltrate our borders. It makes their scientists less likely to come here.

That image, and I won't go into the semantics of it, I don't know the specifics, but there's just some basics here. Okay, the memo, memo to all ICE employees, never, ever have a minor in zip ties or in handcuffs, ever. If they pose a risk to you, you have to incur that risk.
