And many of the states issued commercial driver's licenses to these people who came across the border, who, by the way, went to a sham CDL school.

So they're not well trained.

They're not trained at all sometimes.

They can't speak the language.

They get a driver's license.

It's called a non-domiciled CDL license.

And they start driving these rigs across the country.

And the problem is they are completely unqualified.

And by the way, they're illegally issued as well.

So if I have a work permit for one year,

You can't give a commercial driver's license that lasts longer than my work authorization.

And if I'm illegal in the country, I have no work permit, I can't get a commercial driver's license.

In California and some other states, we're giving commercial driver's licenses out like candy.
