Yet we're seeing one to two children every single day in our emergency departments.
So quite frankly, that shouldn't require a law.
That requires people to actually stop buying them.
The second thing that could happen today without any change in law is that shops could stop selling them in relation to children.
Toy shops could stop selling them.
And I welcome the fact that there's been some progress on that.

No, it's about to be.
And let me get to that.
So what we agreed yesterday was next month, a number of things will happen by way of regulation.
It will be illegal to be on an e-scooter under the age of 18 rather than 16.
The fines will be increased for any breaches of the law.
It will be mandatory to wear a helmet and to wear a high vis.
And then in September, we will introduce laws that will really overhaul the entire system.
And that's where we've got to move beyond this conversation about can the guard catch somebody on an e-scooter to a conversation about the point of sale.
You've got to be able to make sure that it's illegal to sell an e-scooter to somebody under the age of 18.
You've also got to make sure that there's registration.
I believe there should be insurance and either tax or a registration fee.
So that's the major overall that's coming in September.
