But like I say, no one needs to wait for the government here.

People could actually change behaviours today, particularly when it comes to children.

But we are taking a series of decisive action.

So I need to be a little bit careful here because we've taken the decision yesterday.

There will be a memo that will come to Cabinet next week and then obviously the legislation will be produced in the month of September.

But the aim here will be that we've made good progress as a country before when we've put an obligation on point of sale.

So, for example, if you take alcohol as an example, it's a hell of a lot harder to buy alcohol under the age of 18 now as a result of the obligation being on the person who's selling the alcohol.

So in the first instance, there will be a registration.

Who's buying it?

What's the address?

How do the guards trace it?

In the next, we'll have to decide how to enable this to be enforced.

Some countries put a little small registration plate, many more put a sticker or a QR code.

I think that will be a game changer for the guardee to be able to actually scan the e-scooter.

So if it is involved in criminality, and we hear some stories of that around drug dealing and the likes...

We'll be able to find the ownership, but also more broadly, we'll be able to apply fines that exist.

And there will be insurance required.

And we've seen this in a number of other countries, too.

There's a real laguna here at the moment that is causing a major, major issue.

I think we've got to be truthful.
