That seems to be because Iran sees him as one of the most anti-war figures within Trump's inner circle.
And it's been his longstanding political brand to oppose American politics.

He said just before departing today that President Trump had given them pretty clear guidelines to him and the negotiating team.
Trump is really the one who will decide to accept or deny what comes out of these talks.
