First of all, it can take a while to open an estate, even if it's for a 19-year-old.

Now, I think regarding the parents supplying, that could be a little more vague, but it's also difficult somewhat due to the fact that

So there may be limited evidence that the police can rely on with regards to charging them with the underage drinking and underage.
