such pass-through businesses would end up paying a lot more than a 25% rate.
Once you blend the two rates together, it's a lot higher.
And so a lot of people think the whole thing is unfair.
The Koch brothers can't stand this.
And they are the group that successfully defeated something called a border adjustment tax earlier this year and are dead set against this, too.
The problem from their perspective is that it ends up being a tax on imported goods and that that is a tax that would get passed on to consumers in the form of higher prices.
And that's why they're fighting against it.
What Congress is really trying to do is prevent a little bit of gamesmanship in the tax code, preventing U.S.
companies from shifting all of their deductions into the United States so you get a tax break, and shifting all of their profits overseas to low-tax countries where they qualify for more favorable tax treatment.
And it's not clear to me how this is going to be resolved.
It raises so much money, as you point out, $155 billion.
that it can't easily be jettisoned and still have the tax package work.

The Republican House plan, as currently drafted, would only add $1.4 trillion to the deficit.
The problem is we've talked about the mortgage interest deduction, for example, state and local sales taxes, medical expenses, the Koch brothers.
A lot of groups are going to want to get their tax breaks back.
And in order to do that,
you are going to have to take away a tax break somewhere else.
But either way, you can't just give away the tax break for free or you exceed that $1.5 trillion deficit ceiling.
