If it exceeds $1.5 trillion, the Senate is in a situation where it needs the supermajority of senators.

And that would be very difficult given that Senate Republicans control only 52 seats.
It's hard to see where those eight additional Democratic votes would come from, even assuming all Republicans are on board.
