It also is aligned with a recommendation from the Tax Board in 2019 that also recommended all four concessions be accessible to all small businesses with a turnover under $10 million.
That's a really good question, Sean.
Our data tells us that the average small business spends six to 10 hours each and every week on compliance activity.
So most small businesses are very small.
Many of them will have only one or two FTE working in that business.
So that's a really high proportion of time they are spending on compliance activity and is obviously problematic from a productivity perspective.
The government did make a number of announcements in the budget about measures to reduce regulatory burden on business.
Some of them we don't have the detail on yet, but they are promising.
We do need to see them flow through the system so we can actually assess the practical impact by heading in the right direction.
I think that obviously depends on the small business and the small business owner, but it's a pretty significant hurdle to jump over.
We know that if you're trying to start a cafe in New South Wales, before you can even pour your first cup of coffee, you've got to get 25 licenses or approvals, which sounds obviously ridiculous until you think about Victoria where they have to get 37.
So there's a significant burden and significant barrier to get across before you can even start a business.
And obviously that continues once you're running a business.
I think the concern about the capital gains tax changes was that they changed the risk reward balance.
Obviously, now there's some concessions for small business that take the direct impact of many small businesses.
But for medium businesses, that concern is still there.
That if you're a small business owner trying to grow into a medium business owner, you're often not paying yourself that much.
You're often not paying yourself super.
