But even if there were no rules, you can't go around faking contracts, faking agreements,

a registering revenue that was never actually generated in your actual accounts.

None of those things are permitted, even if you have no football regulation.

So I don't think this is this is not about football regulation having gone wrong.

This is about wrongdoing by the club of of matters that would be breaches in any scenario and with any set of rules, even if there wasn't any at all.

Yeah, and the difference here and the reason why it's likely to be approached in a more severe way is because Chelsea admitted it.

Now, there may be circumstances why it was sensible for Chelsea to admit it, largely because they bought the business with that in mind.

They bought it with the benefit of £150 million of effectively underwritten losses.

So they were less worried about the consequences.

But the fact of the matter is City have denied this stuff.

for a generation, frankly, and have gone through a process that's ended up costing, let's say, £100 million against the Premier League.

They've denied, denied, denied.

They presumably have put witnesses up in the hearing itself who have said things that this independent commission have not believed.

They believe them to have been less than credible.

And that's putting it nicely.

So this is much worse than the Chelsea situation, not because the underlying matters are not similar, because they are.

Because if you read the Premier League's sanction agreement with Chelsea, it talks about deception.

It talks about concealment.

It talks about literally sham agreements.

So the underlying matters, yes, they're the same, but City haven't admitted it.
