To the extent we could measure quality, we looked at that and the only way we could do that was in hospital adverse events and we found there was basically no relationship between in hospital adverse events and costs.

So we had cheap hospitals in f with adverse events and expensive ones.

One of the reasons we we have this buffer and say we're not going to get everybody down to the cheapest was because there might be quality variation that we're not picking up.

I was hoping that we'd find exactly that because adverse events do cost money and we've done previous work which has shown the additional cost that's inherent in adverse events.
