Senate returns to work today without veteran Republican Lindsey Graham, who died at the weekend from a heart ailment, and without 84-year-old Senator Mitch McConnell, who is recovering in a rehabilitation center from a fall which left him briefly unconscious and from pneumonia.
That leaves Republicans with a wafer-thin majority.
