we keep mind during the course of any FBI investigation that I've worked, you're talking to victims and witnesses a lot first, and then you're making a decision when it is most tactical to speak to the subject of the investigation.
Sometimes that is very early in the investigation.
It's not going to culminate in an arrest or charges, but I like to do my interrogations and confrontation of the subject just when I have enough information because I don't want them catching wind of the investigation.
