They demand tremendous expertise.
To get the nuclear deal that President Obama got, it took two years, a little more than two years.
And at the table, every step along the way,
were not only the senior political appointees of the administration, but genuine experts who knew Iran, knew nuclear issues, knew the whole thing that we needed to know in order to get it a deal.
And that absence of expertise, I think, is a critical flaw.
And we've seen it manifested just recently.
So there was a ceasefire, right?
And the ceasefire was embodied in something called a memorandum of understanding,
an agreement with Iran that was so loosely and poorly drafted that each side could read into it what it would.
And inevitably, that led to the resumption of hostilities because the Iranians read into it that they actually were the ones who could control the Strait of Hormuz, that they could charge countries money for moving their ships through it.
We claim that's not what we intended.
Well, at least if you have someone who can draft an agreement, it might help avoid that misunderstanding.
But beyond that, it's just this notion that these incredibly complicated matters can just simply be dealt with in a matter of days or weeks when the reality is they can't.

And I know this is a time when expertise is maligned, institutions are maligned, and they all have their problems.
They all have their challenges.
And this is not trying to put a genie back in the bottle and say, we have to go back to the way things were.
We need to refashion a new bottle.
But we also shouldn't lose sight of the fact that expertise, yeah, it actually does matter.
And it can make a real difference.
