When I look at how we thought about things over administrations going back decades, Republican, Democrat, it doesn't matter.
We had three basic things on the national security foreign policy side.
People, process, policy.
People, you try to get genuine experts.
around the table who could bring that expertise to bear.
Process, yes, an actual process where everyone is around the same table and they're bringing their different perspectives to bear so that you can see the second and third order consequences of what you're proposing to do and then game them out.
And then finally, you come up with a policy that at least tells your friends and your foes alike where you're coming from.
It may not fully survive first contact, but at least it gives you a place to start.
That seems to have been thrown out the window, and I think it's to our detriment.
It's been schizophrenic, Andy.
I mean, look at what we did and look at what's happening now.
First, to state the obvious, this is a technology that is revolutionizing our lives, and it will, and it has so much extraordinary potential for good, just as like any technology.
It also has real potential for misuse and harm.
And so I think it's incumbent on anyone involved, whether it's the frontier companies, whether it's governments, whether it's others, to make sure that we maximize the good and minimize the bad.
Now, it's happening so fast.
the rate of progress, the rate of change is unlike anything we've ever seen.
We've seen a doubling in AI capacity every four months.
Moore's law on computational power suggested there was a doubling every 18 months.
Well, we're down to four and maybe even less with AI.
It's moving even faster than governments or anyone else can keep up with it.
