But our judgment was there need to be some guardrails around it, but done in such a way that it didn't inhibit innovation.
Because yes, we want to make sure that we're number one, that we stay ahead of China.
We worked on a voluntary basis with all of the major companies.
And we got voluntary commitments from those companies, voluntary, to basically self-police on safety, on security, on trust.
And then some of us went around the world and tried to establish those commitments as international principles at the Group of Seven, the G7, the largest industrialized democracies.
Even beyond that, we got the first ever UN General Assembly resolution on artificial intelligence.
And in that way, American leadership could be what was establishing the norms, the rules, the standards by which AI would be used and governed going forward, no one else.
Now, what did we just see?
About a few days ago, President Xi Jinping for the second time had dozens of countries in Shanghai for an AI governance conference.
And China is putting out its notion of these norms, these rules, these standards.
And about 30 countries have signed up.
And we seem to have abdicated that effort, that role, that responsibility.
And the danger is China will be the one setting the rules, the norms, the standards, not the United States and not like-minded countries.
That's not a place that we should be going to.
I am convinced that we can do this in a way that doesn't inhibit innovation.
that doesn't put the kind of constraints on our companies that would make it challenging to stay ahead in the race with China.
But we have to dig in.
Last thing I'd mention is this.
I also think we have to make every effort, as hard as it is, to try to engage the Chinese and others, ourselves,
on finding areas where we can agree on general governance principles, because they face real challenges with AI too.
