There's a famous video, I don't know if you've seen it, of Oppenheimer in 1960.
He's asked the question, how would you stop nuclear proliferation?
He takes this big slow puff of his cigarette and he says, it's too late.
you wanted to stop nuclear proliferation you had to do it the day after trinity now the reason i'm saying this is that actually oppenheimer was wrong um a lot of people went to work over decades to create the verification tech we create as you know national technical means satellite monitoring to do above you know monitoring from space uh we uh created nuclear inspections we created um you know monitoring of all the uranium in the world and so with ai test test test ban treaties all of it test
Exactly.
We had to clarify the science of the test of the sort of downstream harms of the radiation and how that would affect people.
And it was only when we clarified the risks that we actually started to take that action.
And so I know that it looks pretty grim out there with AI.
It's a much more decentralized technology.
We have to be honest about that.
And open source technology.
means that you can send a file.
You couldn't send uranium on a zip drive or send uranium by email.
But when you can send an open source AI model, there's a problem here.
Now, that said, to train the most frontier models, like the craziest, most powerful models to do that, you have to have these massive data centers.
And there's only so many of those massive data centers.
You also have to have a lot of these top tier Nvidia chips.
And even the Chinese models, they all say that they're restricted in what they're able to build by having access to these chips.
So if you use the analogy of what uranium was for nuclear weapons, it was the finite sort of hardware quote that you needed to be able to build a nuclear program.
