It's a legal – you're transferring rights.
That's literally all it is.
It doesn't mean anything other than that.
I think we built it to be this weird –
like, industry thing in this country, but... It's supply and demand.
And I think it goes back to, like, if people would just look at other developed countries and look at... I encourage everyone to do it.
