Good evening, Mayor and members of council.
As we continue this conversation concerning the Youth Protection Ordinance, I wanted to be sure to address the questions you raised at our last council meeting on August 10th, and also to highlight a few points and provide some updates concerning this ordinance.
I have been listening attentively to the comments today and even those that have been brought to me by other community members, and we want to be sensitive.
to that because we know that there is concern on both sides.
And so in our last meeting, since our last meeting I should say I had a meeting with seven civic and community leaders along with a number of residents who have had general questions as well.
So I'd like to share some of them with you.
I'd like to start off by saying first and foremost, we have gotten the question repeatedly.
What are we trying to solve or what are we trying to do with this ordinance?
I will tell you very plainly that we are trying to reduce the number of teen takeover events where there is crime, where there is property damage, and where we have seen harm to the community.
We want to make sure that we are also being cognizant of victimization of our young people.
We want to minimize that as much as possible.
Now we know that an ordinance is not the save all.
be all in doing that.
We know that there's still is going to be victimization.
We know there's still going to be victimizing.
But we want to mitigate it as much as possible.
And so this ordinance gives us or this modification to the ordinance gives us one more tool.
for law enforcement to be able to create safe spaces for our youth and also prevent or reduce victimization.
I want to reiterate what I've heard repeatedly and even tonight that this ordinance change or modification is not intended to criminalize our youth.
We do not want to create pipelines to prisons or where our youth are just doing things that youth do and be subject to.
