A winter storm slamming parts of the country. I'm Angelo Bavaro, Fox News. A nor'easter hitting the East Coast this weekend, delivering freezing cold and snow to the Carolinas. Fox Weathers' Mike Seidel reports from Kill Devil Hills, North Carolina.

Drawing those winds, the near blizzard conditions. If not a blizzard, power outages are potential. Certainly sporadic power outages just over on the other side of the sounds where we have more trees and more of a canopy in a forest. Not so much here, but you've got to figure with that kind of wind, that kind of heavy snow. Maybe some power goes out here on the Outer Banks.

Highway 12 will be compromised again. Down there, totals will be less because it'll be starting as rain. Muriatic power outages, bone-chilling cold, wind chills down at or below zero later tonight into Monday morning. By Monday afternoon, the sun will come out. We'll have some sun tomorrow afternoon. That'll help with the roadways a bit.

More than 10,000 U.S. flights have been disrupted by winter weather. A partial government shutdown has begun. The lawmakers are hoping this will not last very long. Fox's Chad Pergram reporting from Capitol Hill.

About 78% of the federal government is unfunded right now as the Pentagon, the Department of Housing and Urban Development, Transportation. Last week, the House of Representatives passed a full spending bill for all of these departments and sent this over to the Senate. Well, Democrats started to say, we need some changes with ICE.

So we want to defund the Department of Homeland Security, only fund it for a shortened period of time. And so what they did is they broke off the DHS funding bill. Well, at that point, the Senate and the House of Representatives were not aligned. So they have to pass in the House of Representatives what the Senate did. Otherwise, the government shutdown continues.

The House is expected to vote on that revised package on Monday, but it's unclear how many members will support it.
