What agenda items are covered in the opening Commission Business?

Well, good evening. Welcome everyone to our July 15th, 2026 Planning Commission meeting. We'll be opening with Commission Business and then we'll convene in two public hearings. Then finally, we will be going into a closed session this evening to discuss some land use related legal issues. But starting off with Commission Business, before we move into Commission Business, I wanted to take a moment to recognize David Stoner, who, after 24 years of service to the county and the community, is retiring at the end of this month as Deputy County Attorney. I've worked over the years with many public sector in-house attorneys and know that they can act as rigid gatekeepers, protecting against all risk and preventing innovation or problem solving, or they can help open and facilitate opportunity, two sides of the same coin.

David is a problem solver in the complex world of economic and community development and as an effective advocate for the county's legal and regulatory interests within the Commonwealth General Assembly and as needed as a litigator within the court system. On behalf of the Planning Commission, we thank David for his years of service as our lead land use attorney, and wish him happiness as he enters the next stage of his life. With that, I'm going to turn to Commissioner Bastiocasi. Two deferrals, I think. Thank you, Mr. Chairman. Yes, I have one motion in front of me and another that is currently frozen on my thing here. So we'll see. Hopefully that'll come up after I do my first one. Let's see. Pursuant to the application's request, I move that the Planning Commission defer public hearing for SE 2023-DR00036 to a date certain of September 24, 2026.
Unknown 2:03
Second. It's been moved by Commissioner Badger-Clausey, seconded by Commissioner Bennett. Any discussion? Hearing no discussion. All those in favor, signify by saying aye. Aye. Opposed, nay. Any abstentions? That motion carries. Thank you. Let's see. Do you have the A? Thank you. Yes, okay. Second motion is I move to defer the public hearing for RZ-2025-DR-00017, FDP-2025-DR-00017, PCA-77-C-098-06, and PCA-08-C-028-09 to September 23rd, 2026. PCA-80. 80? Yeah, you said 080. Oh, okay. Okay, I'll remake it. No, you don't have to remake it. Just make the correction if we could. PCA-80-C-028-092, September 23, 2026. Okay. It's been moved by Commissioner Batchelor-Clausey, seconded by Commissioner Bennett. Any discussion? Hearing no discussion, all those in favor signify by saying aye.
Unknown 3:28
Aye. Opposed, nay. Any abstention? So that motion carries as well. I believe Commissioner Hancock, you have some minutes, April and May?
Jeremy Hancock 3:38
Yes. First, Mr. Chairman, I move that the Planning Commission approve the Planning Commission minutes from April 8th, 22nd, and 29 of 2026.
Unknown 3:48
That's been moved by Commissioner Hancock for April minutes, seconded by Commissioner Bennett. Any discussion? Hearing no discussion, all those in favor, signify by saying aye. Aye. Opposed, nay. Any abstention? And that motion carries.
Jeremy Hancock 4:01
Mr. Chairman, the May minutes were shared with the Planning Commission. Those are May 5th, 13th, 20th of this year, and we will take those up for approval on July 22nd next week.
Unknown 4:13
Okay, thank you. Any other business commissioners? Seeing and hearing no other business, I close Commission business, and I turn back to Secretary Hancock for tonight's agenda.
Jeremy Hancock 4:25
Thank you. We have two public hearings this evening. The first is in the Franconia District. It is BP Kingstown Office Building T, LLC. It is PCA 84-L-020-29, also CDPA 84-L-020.10, FDPA 84-L-020-02-18, and RZPA 2025-20. Our second hearing is in SSPA in the Braddock District. It is Church of the Good Shepherd, SSPA 2023-RN2-3F and PA 2023-00030.
Unknown 5:15
Okay, thank you. Without objection, we'll now move into our public hearings. Before we do so, let me start off welcoming those attending our meeting here in the auditorium or watching on TV or subsequently on YouTube video. We invite and encourage the public to speak to the Commission. We have just a few ground rules that ensure that everyone is treated equally and the Commission hears from all who wish to be heard.
