Good to be you. It is 6

o'clock. Is everybody ready? All right, are we taping? Yes, ma'am. All right, the Loudoun County Board of Zoning Appeals is now in session. Before we begin, I'm going to ask everyone to check their cell phone to make sure it's in a silent mode. That way it won't interfere with our proceedings. This board is composed of five members and two alternates. We have five people here today. Mr. Clark, Mr. Graves, or not Mr. Graves, Mr. Brian Walker, Mr. Canonico, Mr. Kramer. And I'm Nan Forbes. We are a quasi-judicial body and an arm of the court. We meet on the fourth Thursday of each month, unless it's November or December like this month, after each appeal has been duly advertised in a local publication for two consecutive weeks, after each property has been duly posted, after all adjacent owners have been notified by certified mail.
Nan Forbes 1:25
It takes three affirmative votes from this board for a matter to pass the board. If you wish to speak, please sign a piece of paper with our secretary, Stephanie Capp. She's sitting over there. For each appeal, we will hear from staff first, and then the applicant or the attorney, each of whom will have 10 minutes. Other speakers will have three minutes. All right. Do we have any preliminary matters?
Hugh Green 1:53
I think we do, Madam Chair, for this upcoming legislative application or the sign plan that's tonight. And that is one of the tables in the packet is they're requesting to be updated. And so I'll let staff talk about that. But since it's under the time in which we can allow it, I'll let staff explain it and then You can vote on how, if you wish to accept it. There's no fundamental change to the numbers, but I think it's the way it's organized, but I'll let staff explain that. Change to table is legible. Forgive me.
Nan Forbes 2:36
And that's something we should take up preliminarily?
Hugh Green 2:39
Because it has to be included in the part of your... You have to allow it in, essentially. And that's table, it's an illustration, and it's showing on page five of your handout, but what you have, the slip piece, slip page is the one that staff's going to talk about here in a minute and ask that you include it in the current, to allow it to be into the staff report. So I'll let whomever on the staff wants to talk about that.
Nan Forbes 3:12
Okay. Thank you, Mr. Green.
Hugh Green 3:13
Sure.
Nan Forbes 3:14
But why don't, it's part and parcel of the public hearing item. So let's get the public hearing item before us and then we'll take it up as the first issue in the public hearing item. So the public hearing item is LAGI-2025-0002 Village of Clear Springs Sign Development Plan ZMOD-2025 2025-0001. So why don't we hear from staff first with regard to this preliminary matter, who is taking the lead on
David Moore 3:53
that? Yes, ma'am. David Moore with zoning administration.
Nan Forbes 3:57
Mr. Moore, you have the floor.
David Moore 4:00
Yes, ma'am. So
Hugh Green 4:02
the- Sorry, point of procedure, did you want to swear in?
Nan Forbes 4:08
Oh, all right.
Hugh Green 4:09
Anyone that might be. Thank you very
Nan Forbes 4:10
much. So anyone who will testify before us today, please raise your right hands. We solemnly swear the evidence you will give at the hearing today be the truth, the whole truth, and nothing but the true self of God. Thank you. Thank you. Appreciate it, Mr. Green.

How does the board address the preliminary table amendment for the Clear Springs sign plan?

Nan Forbes 4:24
Please continue, Mr. Moore.
David Moore 4:25
Yes, ma'am. The slip pages that are being inserted, the first line on the chart had previously in the staff report that you received and the
Nan Forbes 4:38
I'm old. You have to talk
David Moore 4:41
loudly. Yes, ma'am.
Nan Forbes 4:42
Thank
David Moore 4:42
you. OK. The chart that was just passed out is almost identical to the one that was in your staff report. The first line on it, on the proposed changes in the staff report, it showed a primary and a partner sign with two separate square footages. Those are all part of one sign. And so those two numbers were just added together instead of being kept separate. and so the total number of signs um was not four it was two um and the total square footage uh was actually 326.2 instead of the 304 i believe that it was in there and the same was reflected in the description in the staff report
Nan Forbes 5:29
and so the issue i understand then is whether or not we would accept this clarification or this edit
