What is the purpose of the Facilities Standards Manual public review meeting?
thanks everybody for logging in i'd like to call to order the july 16th 2026 facility standards manual public review committee meeting this meeting is being conducted as an all virtual public meeting as provided for in virginia code section 2.2-3708.3 and committee members disclose that they are members of one or more affected groups and their respective declarations of interest are kept on file in the minutes of the facility standards
manual public review committee.
Kind of hoping this meeting
goes smoothly and we don't have to take two hours. So, I don't know, do we have any members of the public logged in, Laura?
Not that I'm aware of, but if there are any members of the public logged in who would like to speak, please say
so. Hearing none, I'm
going to assume that we don't have any public participation.
Is Tashar not public? I'm sorry, what was that? Is Tashar not counted as public since he was part of the gate work group?
um he's not here for public comment he's here to participate yeah
all
right um next item i'd like to review and uh either amend or approve the minutes from our june 6 or june 18th meeting laura has them on the screen does anyone have any
questions or comments or edits
Hearing none, I'd appreciate a motion
to
approve the June 18th PRC minutes. So moved. Approved. Thank
you. I
don't
know if you want to raise your hand. Are there any objections? We're going to do this by acclamation. Are there any objections? None. All right. Kevin, I
heard Elizabeth, but I didn't hear who'd made the second on that one.
I think it was Megan. Yeah. Okay. Thank you, Megan.
All right.
Do we have an update from county staff on the planned clearance tech memo conversation from last meeting?
Yes. Deb is going to provide that update for us.
so that conversation is still ongoing um i know the committee heard us talk about uh sort of the the back half of that which was an approval scenario where we still kept kept a lot of the same you know conditional approval type verbiage um so we're still working on the county attorney on that they've got a different interpretation that they want to look at and we're waiting on some So sort of a written analysis for that so that we can better articulate. And that's where that is. Now, we are still we are essentially functional on the clearance system. So if your projects lend to that, we worked on one today and it went well. And I think it's going to be valuable over time. So just know that we're we're here to help.
I just said that.
I forgot that you forgot that we're from the government. I mean, well, we said that
before. So, yeah, it's been a day. So that's all I had. Thank you.
Sure. So although there's no formal tech memo, if an applicant is interested in exploring that, the county is willing to roll something. Absolutely. OK. All right. All right, who's got the ADU agreement?
I'm going to start it off and then I'm going to segue to one of our work group members. So let me just share my screen really quick. Try to get to a different document here. So I have some notes here. I just wanted to share that there was a whole staff team that worked on the ADU written agreement. Adrienne Buenavista from the County Attorney's Office is going to be doing most of the presenting, but you can see the members here and we have several online with us today who have joined to help participate in the discussion. I also want to acknowledge Derek because he was immensely helpful in this regard because he submitted a sample agreement that he used that we were able to use as a template and then i wanted to um just kind of provide an overview or an introduction to this topic it's been a while since we've talked about this and the adu written agreement comes out of the zoning ordinance and we've already done fsm amendments to implement it so zoning ordinance section 901 a to a and b
requires the written agreement when there's an application that will yield less than 24 dwelling units that could potentially yield more and have to meet the ADU program requirements. And in the FSM, you may recall we've already implemented amendments to SBPL, PLATS, and site plans.
