Why was the 7:00 PM meeting canceled and what are the rules for applicant deferrals?

Chair Ann Wheeler (Madam Chair) - Board Chair (identified by role and leading the meeting) 0:00
Please find a seat. It is 2 o'clock on Tuesday, February 3rd. Let us begin with a moment of silence.
Chair Ann Wheeler (Madam Chair) - Board Chair (identified by role and leading the meeting) 0:25
Thank you. Please rise if you are able for the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all.
Chair Ann Wheeler (Madam Chair) - Board Chair (identified by role and leading the meeting) 0:47
All right, thank you, everyone. I want to do this early in the meeting. Before we get to agenda item number three, I would like to get a motion and a second to cancel our 7 o'clock meeting. We had two land use cases on the docket for 7 o'clock today. Both of the applicants have decided to defer. So can I get a motion? So moved. Second. All right, it's been properly moved and seconded, and that's Gordy Stewart. Is there any discussion? Supervisor Vega. Thank you, Madam Chair. Ms. Roble, if you could, for those here in chambers and those watching at home who are also anticipating on showing up to speak for the 7 p.m. session, can you explain the reasons why an applicant can ask to defer their project or if they have to have a reason?
Supervisor Gordy Stewart - Board member (identified by name used in transcript and remarks) 1:39
Madam Chair, members of the board, property owners can petition the board with the land use application to change the zoning or allow a proper use of their property. And it's their petition, their application before the board.
Chair Ann Wheeler (Madam Chair) - Board Chair (identified by role and leading the meeting) 1:52
And so if they are requesting a deferral to another time frame, they can request that. Thank you, Ms. Roble. Madam Chair, I do want to state that I don't want this to become the norm here in Prince William County. We have serious matters that need our attention and for us to take action on. And it seems like this is happening more frequent than I personally would like. And so for the applicants that are perhaps watching at home and their attorneys, I would recommend that you all do your homework ahead of time, that you are thorough in making sure that you speak with every member of this board to ensure that the items that have been set on the agenda actually move forward. This creates a very difficult environment, not just for us board members, but also for staff who have diligently planned to make their presentations.
Chair Ann Wheeler (Madam Chair) - Board Chair (identified by role and leading the meeting) 2:36
But most importantly, it causes additional strains on the general public who had to make special accommodations to ensure that they're here to speak on said items. I won't be opposing it this time, Madam Chair, but I certainly wanted to be on the record stating my position and feelings as to this request. Thank you. Is there anyone who wishes to speak on that? Supervisor Ingram? Madam Chair, I'll simply say I had comments planned during Supervisor's time, but Supervisor Vega just nailed it perfectly. perfectly for the comments that I wanted to add to that. So I won't be speaking there. But thanks, Supervisor Baker. I 100% agree completely with your comments. I certainly understand the frustration. And as soon as I was aware of things, I tried to call as many people in support and in opposition of applications so that they can get the word out.
Chair Ann Wheeler (Madam Chair) - Board Chair (identified by role and leading the meeting) 3:29
It's certainly a very difficult position to be in. Unfortunately, some things were happening this afternoon. And I'm glad that we are able to go ahead and make a decision sooner rather than later to cancel the 7 o'clock meeting. And I want to make sure that people are aware of that and that staff has time to disseminate that. I do not want anyone to come. I realize that coming to these meetings for some people is a true hardship. You've got to plan around it. So with that, I don't see anyone else in queue. So let's go ahead and take our vote.
