All right. We are going to now go into public comment time. We are going to start with people who have signed up to speak in person. Right now we have one person. When you go to the microphone, please state your name and generally where you reside and you know who you are. So let's get the party started.
Good afternoon. Rachel Ellis, Gainesville District. And before my remarks, I want to say I'm here today as a member of the Strategic Plan Community Advisory Committee. And I do want to say that I've enjoyed being a part of this. I've enjoyed meeting other members in the county and just kind of getting to know other people outside of the Gainesville District. Back to my remarks. One thing on this committee that was a common theme that I heard from all districts was smart growth. And smart growth for planning the county trickles down to all goal areas, from quality of life to safe and secure community. How you grow the county will impact all of these goals. The strategic plan offers a direction for Prince William County.
But this plan only works if all supervisors are willing to implement the plan on decisions across the county as a whole. When voting on a decision outside of your district, are you considering the strategic plan? For far too long, developers have decided the direction of this county, not the Board of Supervisors and certainly not the residents. I am hopeful that when this board adopts this plan, all supervisors will hold firm to its vision statement, which says, Prince William County is a diverse community striving to be healthy, safe, and caring with a thriving economy and a protected natural environment. This plan only works if all eight of you agree to follow it. Prince William County needs to be a county where people want to live.
I leave you with these final thoughts, and they are the overreaching values or tenets of the strategic plan. Communication and engagement, equity and inclusion, innovation, efficiency and effectiveness, accountability and transparency, integrity and trust. Thank you.

good morning madam chair board of county supervisors i'm steve amato from the aquapon district and my discussion this afternoon is about the fy 26 budget proposal which i've had the opportunity to do virtually review February 22nd by the Coles district that hosted the county representatives to give an overview to the citizens and I've also Reviewed and the budget that has been posted online through the county website Madam chair for the past fiscal years we have had a budget surplus fiscal year 2022 was 75 million fiscal year 23 was 42.3 million and for fiscal year 24 was 68.7 million My first question is for you all to ponder is why haven't the supervisors considered refunding homeowners on these surpluses?
Nothing went to the homeowners. There were many pay raises throughout these years for numerous county employees. So just want to keep those facts in mind about these budget surpluses and how come our personal property and our real estate taxes continue to rise. In the proposal for FY26, as I reviewed that, there's 153.5 FTEs projected if the budget is approved. Why are we growing the government so much? These are gonna be forever payments with salary and benefits to these individuals, 153.5. That is extremely high. So my other questions are for this proposed budget, the FY26, when it's presented to the board again, to have a summary slide of all the surpluses from FY19 to the present to show the county supervisors.
