Excellent. Hi, good evening. My name is Pat Nikolai and I'm the chair of the Charter Review Committee. On behalf of the committee, welcome to today's meeting. At this time, please turn off or mute all electronic devices, including cell phones that may interrupt the meeting. And before we get to the general business items, we actually have a member of the public here in the uh chambers with us. So we're going to do a brief uh public presentation slightly out of order so that he can uh address the group.

Thank you. Um, my name is Chin. Um almost thirty years Santa Claus Citizen, uh planning commissioner. Um the reason I come here um I have two major concerns. The first one is our charter measure R. The reason I mentioned that is because we had an ATT project. They tried to uh set up the cell phone uh base station, uh, but it's very difficult to find the location. Uh our CD Charter Measure R prevent us uh to let the uh vendor uh set up their base station in our parks. Actually uh many uh of the cell phone station they set up in the park in other cities. And because because of that, uh we have to um find the location to set up the cell phone uh station and it's close to residential so We um at the planning commission we had

Um Many meetings try to, you know. to get this issue resolved. So um is it possible we can uh put an amendment to the measure r uh to let the um telecom uh um equipment um being set up in our park so the the cell phone uh bas station it's uh it can be just set on the light pool since it will not occupy extra space. Um Also uh it should be able to generate revenue for the city. I think it's a win win situation. Uh we have some uh amendment to our measure are instead of just we refuse all the All the uh equipment uh No. uh the requirement in our uh in our park. That that's one thing. Um the second thing is uh I I noticed our police chief um was elected but not appointed by city manager or council. Um To be honest as a citizen, I don't think I have

the visibility to see how the police chief does his job. Um and it's a very professional uh position. Uh I think it probably make more sense. Just to follow the general law city is you know, let Let let the city manager or the council make the decision. I think it's good for our city. Uh well relevant it's uh a little bit, you know, since uh in California we have four hundred and eighty something cities. Um only one hundred twenty something uh have charters like us. Uh so actually it's a question, um what's the advantage for our city to have our own charter? Um Is it better? Uh we can follow the majority of the cities in California. Just become um general law city, then all us can go home, enjoy the time. Thank you.
