First, pointing out the general rule, right, that an heir of Elendil, which Tolkien very specifically narrowly defines here as a recognized descendant occupying a throne or lordship in the Numenorean realms by virtue of this descent, has a right to use any of the stones and that that right exists over and above the deputed authority of a steward.
And by virtue of that descent.
Let's say you were the king of some other realm that had nothing to do with Gondor, so you do occupy a throne or lordship, but you're also a descendant of Isildur or Anarion.
Nope, sorry.
It's got to be one of these realms.
And you've got to have it because of your descent from Isildur.
So it's a multiple-stage definition.
Interesting.
It also isn't just a recognized descendant.
So Aragorn technically doesn't have the right until he is occupying a throne or lordship.
You could make the argument that he is holding a lordship because he's the chieftain of the north.
That probably would work, but it's not a realm.

And Isildur's many sons die at the death of Gladdenfields.
Only the eldest would have been, and even then he wouldn't have counted until Isildur died.
