For me, this directive, should it pass, will allow staff to work with the IDA to compare what their current policies are around performance grants, other things, vis-a-vis what the law allows, and they can find a way forward there.

Most of the IDA grants and things that I've seen so far have been mostly around helping folks do assemblages, tap fees, things like that.

I haven't seen them do as much around allowing them to do gap financing and other things like that.
